safety. <\/p>\n\n\n\n<p><a href=\"https:\/\/www.moneyweb.co.za\/news\/south-africa\/joburg-street-lights-switched-off-over-electricity-debt\/\" data-type=\"link\" data-id=\"https:\/\/www.moneyweb.co.za\/news\/south-africa\/joburg-street-lights-switched-off-over-electricity-debt\/\" target=\"_blank\" rel=\"noreferrer noopener\">Moneyweb recently reported<\/a> that a closely placed source at the power utility confirmed that a portion of the city&#8217;s streetlights were switched off as part of an ongoing billing dispute with the metro. <\/p>\n\n\n\n<p>According to a letter seen by the publication, City Power owed more than R4.1 million on its small power user (SPU) accounts, which are used to pay for public street lights in the city.<\/p>\n\n\n\n<p>Despite making up just a fraction of the city&#8217;s total bulk electricity debt of more than R5 billion, Eskom allegedly began disconnecting portions of some streets to try to evoke a response from the utility. <\/p>\n\n\n\n<p>The cutoffs occurred before electricity minister Kgosientsho Ramokgopa brokered a mysterious agreement between the entities, preventing further widespread power interruptions.<\/p>\n\n\n\n<p>MyBroadband asked Eskom for comment to verify the claims, but it did not provide feedback by the time of publication.<\/p>\n\n\n\n<p>One of our unanswered questions was whether Eskom considered the safety implications that such a move could have, particularly given the importance of lighting.<\/p>\n\n\n\n<p>Private security providers like Fidelity, ADT, and Bull Security have frequently emphasised how lighting can be a major deterrent for nighttime crime. <\/p>\n\n\n\n<p>In recent feedback to MyBroadband, Duvenage concurred, stating there was no doubt that visibility from street lighting created safer and more secure environments.<\/p>\n\n\n\n<p>&#8220;This is also backed by research where reviews show that street lighting interventions are associated with a significant desirable effect on crime and the safety of pedestrians,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;The consensus is that the more lit-up neighbourhoods are, the safer they are from criminal elements.&#8221; <\/p>\n\n\n\n<p>Duvenage said switching off streetlights could be construed as Eskom having less regard for public safety and security, particularly considering the SPU debt was just a small percentage of the total debt.<\/p>\n\n\n\n<p>Duvenage said an alternative option for Eskom would have been to turn off the lights to the metro&#8217;s offices or buildings.<\/p>\n\n\n\n<p>However, Duvenage guessed that it could have had an even larger negative impact on the city&#8217;s service delivery, which was already struggling to serve its residents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">OUTA wants details of the Eskom-Joburg agreement<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600-1200x675.jpg\" alt=\"\" class=\"wp-image-642271\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600-1200x675.jpg 1200w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600-600x338.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600-768x432.jpg 768w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600-1536x864.jpg 1536w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/04\/Wayne-Duvenage-new1600.jpg 1600w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Wayne Duvenage, Outa CEO<\/figcaption><\/figure>\n\n\n\n<p>On 19 May 2026, Eskom issued a formal notice of intent to reduce, interrupt, or terminate Johannesburg&#8217;s electricity supply due to arrears debt of R5.2 billion.<\/p>\n\n\n\n<p>Electricity and energy minister Kgosientsho Ramokgopa intervened and coordinated a meeting between the power utility and the metro.<\/p>\n\n\n\n<p>The meeting resulted in an agreement that Eskom not implement the power cuts, with a &#8220;partnership&#8221; between the entities to ensure the city keeps its payments up to date.<\/p>\n\n\n\n<p>Outa has <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/650405-good-news-for-people-who-pay-for-electricity-in-south-africas-richest-city.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/energy\/650405-good-news-for-people-who-pay-for-electricity-in-south-africas-richest-city.html\" target=\"_blank\" rel=\"noreferrer noopener\">formally requested<\/a> to see and assess the agreement, including measures relating to proposed debt recovery, revenue management, and accountability.  <\/p>\n\n\n\n<p>The organisation has suggested Eskom should consider mechanisms to recover some of its revenue directly from municipal billing streams. <\/p>\n\n\n\n<p>The power utility plans to take over electricity billing, revenue collection, and maintenance from several heavily indebted municipalities under Distribution Agency Agreements.<\/p>\n\n\n\n<p>Municipal electricity debt owed to Eskom has ballooned to over R110 billion, a situation which National Treasury officials have labelled as one of the government&#8217;s biggest financial crises.<\/p>\n\n\n\n<p>Duvenage said it was highly unfortunate that Eskom allowed all its municipal debt to arise in the first place over a decade ago.<\/p>\n\n\n\n<p>&#8220;It has accumulated to untenable levels, which we believe was due to political meddling from the outset,&#8221; Duvenage said.<\/p>\n\n\n\n<p>&#8220;If the pain and suffering of controlled and rolling blackouts were introduced across the city, it would spur people to realise how important their votes are, come the 4 November.&#8221;<\/p>\n\n\n\n<p>&#8220;I guess doing so will not be good for the party currently running \u2014 or rather mismanaging \u2014 the City of Joburg.<\/p>\n\n\n\n<p>Duvenage said the current situation called for no bonuses or increases for management salaries in CoJ this year.<\/p>\n\n\n\n<p>&#8220;However, you can rest assured they will do all they can to ensure these benefits are not waived,&#8221;
