{"id":651953,"date":"2026-06-07T12:01:48","date_gmt":"2026-06-07T10:01:48","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=651953"},"modified":"2026-06-07T12:07:47","modified_gmt":"2026-06-07T10:07:47","slug":"eskom-offers-83-electricity-discount-to-two-heavy-power-users","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/energy\/651953-eskom-offers-83-electricity-discount-to-two-heavy-power-users.html","title":{"rendered":"Eskom offers 83% electricity discount to two heavy power users"},"content":{"rendered":"\n<p>The National Energy Regulator of South Africa (Nersa) approved a preferential pricing deal for two of Eskom&#8217;s biggest power users, with tariffs that are less than a fifth of what regular households pay.<\/p>\n\n\n\n<p>Energy and financial analysts have questioned how Eskom will be able to support the deal, especially given that the tariff is also over 50% lower than the amount the utility spends to generate electricity.<\/p>\n\n\n\n<p>The Negotiated Pricing Agreement (NPA) between Eskom and ferrochrome smelters is expected to save over 3,700 direct jobs and over 20,000 more indirect jobs in the broader mining sector.<\/p>\n\n\n\n<p>It is also expected to be the first of several such agreements aimed at helping key power-intensive companies in South Africa stay afloat amid surging electricity tariffs.<\/p>\n\n\n\n<p>The NPA has given Glencore Merafe and Samancor Chrome a preferential rate of 62 cents per kilowatt-hour (kWh), roughly 83% less than what regular households pay.<\/p>\n\n\n\n<p>The agreement came after months of negotiations, during which time the companies complained that their electricity costs had pushed their product prices to a point where they were uncompetitive.<\/p>\n\n\n\n<p>At the same time, electricity tariffs have plunged in China, one of South Africa&#8217;s biggest competitors in the production of ferrochrome, an alloy of iron and chromium that is a key ingredient in stainless steel.<\/p>\n\n\n\n<p>It is produced by smelting chromite ore with coal and coke in a submerged electric arc furnace at extreme temperatures of roughly 2,800 degrees Celsius. <\/p>\n\n\n\n<p>In an <a href=\"https:\/\/www.youtube.com\/watch?v=mPO8HNF5LY0\" data-type=\"link\" data-id=\"https:\/\/www.youtube.com\/watch?v=mPO8HNF5LY0\" target=\"_blank\" rel=\"noreferrer noopener\">interview with RSG Geldsake<\/a> on 2 June, Glencore Alloys CEO Japie Fullard said the agreement would enable the company to restart 10 of its smelter furnaces.<\/p>\n\n\n\n<p>If Samancor accepts the tariff, it will be able to light up another 24 furnaces. Overall, these furnaces would account for 34 of the 66 in South Africa.<\/p>\n\n\n\n<p>Fullard explained that other smelter companies \u2014 manganese and ferrosilicone \u2014 could also get preferential tariffs to restart their operations.<\/p>\n\n\n\n<p>The combined energy consumption of Glencore Merafe and Samancor Chrome&#8217;s operations is around 12.8 terawatt-hours (TWh) to 13TWh annually, working out to roughly 7% of Eskom&#8217;s energy demand.<\/p>\n\n\n\n<p>The facilities add an average of 1,500MW of baseload demand to the grid, equivalent to one and a half stages of load-shedding. <\/p>\n\n\n\n<p>Fortunately, Eskom appears to have sufficient capacity to support the return of these furnaces, as its overall electricity demand has been much lower.<\/p>\n\n\n\n<p>In the year-to-date, residual energy demand is down by around 10%, in part due to the closure or pausing of numerous smelter furnaces and the uptake of private electricity generation.<\/p>\n\n\n\n<p>If the power utility can maintain its energy availability factor (EAF), it may be able to fend off load-shedding even with the extra demand.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Questions about who is paying<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Japie-Fullard-Glencore.jpg\" alt=\"\" class=\"wp-image-652089\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Japie-Fullard-Glencore.jpg 1200w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Japie-Fullard-Glencore-600x338.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Japie-Fullard-Glencore-768x432.jpg 768w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Japie Fullard, Glencore Ferroalloys CEO<\/figcaption><\/figure>\n\n\n\n<p><a href=\"https:\/\/mybroadband.co.za\/news\/energy\/600482-cost-of-eskoms-hidden-deals-with-companies-that-consume-huge-amounts-of-electricity.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/energy\/600482-cost-of-eskoms-hidden-deals-with-companies-that-consume-huge-amounts-of-electricity.html\" target=\"_blank\" rel=\"noreferrer noopener\">Energy expert Chris Yelland has also questioned<\/a> whether the job protection and specific economic benefits of NPAs with smelters outweigh the costs to the broader economy.<\/p>\n\n\n\n<p>Yelland wanted to know where the money would come from to support lower tariffs for the smelters, given that Eskom&#8217;s average cost to produce electricity was already 147 cents per kWh in 2024\/25.<\/p>\n\n\n\n<p>That would suggest the NPA&#8217;s costs would need to be subsidised in some way. &#8220;The question is who pays, because Eskom is not going just to give them that price,&#8221; Yelland said. <\/p>\n\n\n\n<p>&#8220;Is it you, me, and other businesses? Or is it the taxpayer? Is this money going to come out of the fiscus?&#8221;<\/p>\n\n\n\n<p>Nersa, Eskom, and the companies have asserted that the costs under the arrangement would be ring-fenced, although it is unclear exactly how this will be achieved financially or operationally.<\/p>\n\n\n\n<p>One provision to protect other customers is that a shortfall in revenue caused by the NPA may not be recovered through Eskom&#8217;s Regulatory Clearing Account.<\/p>\n\n\n\n<p>The mechanism allows the power utility to apply for additional increases based on past revenue shortfalls or to reduce increases based on revenue surpluses.<\/p>\n\n\n\n<p>Fullard has maintained that the newly approved NPA would not increase tariffs for general household users and businesses, but help avoid sharper hikes. <\/p>\n\n\n\n<p>&#8220;Everyone thinks that Eskom gave us the 62 cents per kWh, and the rest of South Africa is going to have to pick up the tab,&#8221; he said. <\/p>\n\n\n\n<p>He highlighted that the agreement would enable the two companies to buy R6.2 billion in electricity from the power utility that it would otherwise not have sold. <\/p>\n\n\n\n<p>With a large proportion of Eskom&#8217;s costs not being linked to the amount of energy it produced, it would still have incurred costs regardless of whether it burnt the coal or diesel for the NPA electricity. <\/p>\n\n\n\n<p>Fullard added that the NPA was not a &#8220;silver bullet&#8221; and would not be a sufficient cost mitigator that guaranteed the future sustainability of the smelters.<\/p>\n\n\n\n<p>He explained that the smelters had to adapt and integrate new, more efficient technology, or they could find themselves in the same position if China continued to reduce industrial electricity tariffs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It is unclear how Eskom can practically afford to give the two smelters the preferential tariffs without regular users subsidising some of the cost.<\/p>\n","protected":false},"author":341042,"featured_media":639606,"comment_status":"open","ping_status":"closed","sticky":true,"template":"","format":"standard","meta":{"footnotes":""},"categories":[27995],"tags":[10034,28392,59903,181,104897,105725,24740,99113,100340,102795,103244,105724,99110],"class_list":["post-651953","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-chris-yelland","tag-electricity-prices","tag-electricity-tariffs","tag-eskom","tag-glencore-merafe-2","tag-japie-fullard","tag-national-energy-regulator-of-south-africa-nersa","tag-negotiated-price-agreements-npas","tag-negotiated-pricing-agreement-npa","tag-samancor","tag-samancor-chrome","tag-smelter-furnaces","tag-smelters"],"_links":{"self":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/651953"}],"collection":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/users\/341042"}],"replies":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/comments?post=651953"}],"version-history":[{"count":18,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/651953\/revisions"}],"predecessor-version":[{"id":652321,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/651953\/revisions\/652321"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/media\/639606"}],"wp:attachment":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/media?parent=651953"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/categories?post=651953"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/tags?post=651953"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
