{"id":652138,"date":"2026-06-08T10:58:55","date_gmt":"2026-06-08T08:58:55","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=652138"},"modified":"2026-06-08T10:59:37","modified_gmt":"2026-06-08T08:59:37","slug":"serious-legal-risk-for-south-africas-police-drones","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/security\/652138-serious-legal-risk-for-south-africas-police-drones.html","title":{"rendered":"Serious legal risk for South Africa&#8217;s police drones"},"content":{"rendered":"\n<p>Although the South African Police Service&#8217;s (SAPS&#8217;s) use of drones can help to deter and fight crime in the country, criminologist Kholofelo Rakubu has warned that it could land the SAPS in legal trouble.<\/p>\n\n\n\n<p>Speaking to <a href=\"https:\/\/omny.fm\/shows\/the-john-maytham-show\/how-effective-are-drones-in-fighting-crime\" data-type=\"link\" data-id=\"https:\/\/omny.fm\/shows\/the-john-maytham-show\/how-effective-are-drones-in-fighting-crime\" target=\"_blank\" rel=\"noreferrer noopener\">Cape Talk<\/a>, Rakubu explained that, unlike static cameras, drones could track individuals across private property, raising serious privacy concerns.<\/p>\n\n\n\n<p>&#8220;Remember issues of privacy and constitutional considerations,&#8221; she said. &#8220;Any expansion of area surveillance must be accompanied by clear operational policies.&#8221;<\/p>\n\n\n\n<p>Without proper control, the use of surveillance technology could undermine and erode public trust, Rakubu said.<\/p>\n\n\n\n<p>&#8220;Before a drone can be used anywhere, there are prescripts in place that must be followed,&#8221; she said. &#8220;There are multiple issues when it comes to where to use drones in particular.&#8221;<\/p>\n\n\n\n<p>She added that failing to consider legal and constitutional boundaries could result in the violation of human rights and the violation of privacy.<\/p>\n\n\n\n<p>However, she acknowledged that drones do provide policing benefits, describing them as &#8220;force multipliers&#8221; in the fight against crime.<\/p>\n\n\n\n<p>&#8220;Drones do improve surveillance. They increase visibility, strengthen intelligence gathering, and mostly support rapid operational response,&#8221; Rakubu said.<\/p>\n\n\n\n<p>&#8220;They increase presence. They serve as a capable guardian, but what&#8217;s important is where you use that drone.&#8221;<\/p>\n\n\n\n<p>The SAPS first started using drones in 2022. In August 2025, acting minister of police Firoz Cachalia announced plans to train more officers to <a href=\"https:\/\/mybroadband.co.za\/news\/security\/606572-police-tech-drive-in-south-africa.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/security\/606572-police-tech-drive-in-south-africa.html\" target=\"_blank\" rel=\"noreferrer noopener\">become drone operators<\/a>.<\/p>\n\n\n\n<p>Responding to Parliamentary questions, Cachalia said the SAPS planned to train 100 officers to become drone operators in 2025\/26.<\/p>\n\n\n\n<p>&#8220;The SAPS is actively enhancing policing efforts by leveraging existing technology infrastructure and software investments of government and private entities,&#8221; Cachalia said.<\/p>\n\n\n\n<p>At the same time, the acting minister acknowledged that little progress had been made in another key technological upgrade for the police: equipping officers with body cameras.<\/p>\n\n\n\n<p>&#8220;The procurement of body-worn cameras has not yet been finalised as the process remains in the contracting phase,&#8221; he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Drones in private security<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1600\" height=\"900\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600.jpg\" alt=\"\" class=\"wp-image-652150\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600.jpg 1600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600-600x338.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600-1200x675.jpg 1200w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600-768x432.jpg 768w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/06\/Drone-Force-Pilot1600-1536x864.jpg 1536w\" sizes=\"(max-width: 1600px) 100vw, 1600px\" \/><\/a><\/figure>\n\n\n\n<p>Several private security companies in South Africa have also been using drones in their operations to help deter and spot criminals.<\/p>\n\n\n\n<p>Fidelity ADT was among the first operators to adopt the technology through a partnership with certified drone operations company UDS Group.<\/p>\n\n\n\n<p>It first trialled the drones in the greater Fourways area for two months during 2021 and then extended to other suburbs, estates and shopping centres.<\/p>\n\n\n\n<p>In 2025, it expanded operations into areas like Woodmead and Hurlingham Manor and in 2026, launched automated, self-docking drone networks in luxury estates like Steyn City.<\/p>\n\n\n\n<p>ITOO Risk Solutions drone expert Kopano Tholo said the private security industry could use the technology to enhance the <a href=\"https:\/\/mybroadband.co.za\/news\/security\/591543-drones-taking-off-in-south-africa.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/security\/591543-drones-taking-off-in-south-africa.html\">safety of operations<\/a> and of the general public.<\/p>\n\n\n\n<p>&#8220;Drones allow for surveillance without escalation as they reduce the need for immediate physical presence,&#8221; Tholo said.<\/p>\n\n\n\n<p>&#8220;For instance, they are equipped with thermal imaging, high-zoom cameras, and artificial intelligence analytics that can monitor high-risk areas in real-time, night or day.&#8221;<\/p>\n\n\n\n<p>Streetpole camera surveillance provider Vumacam recently partnered with Drone Force, a docked drone provider, through which it plans to enhance surveillance and situational awareness.<\/p>\n\n\n\n<p>&#8220;This partnership introduces a formidable new dimension of intelligent, integrated security,&#8221; the company said.<\/p>\n\n\n\n<p>Drone Force is a specialist in CAA-compliant unmanned aircraft systems that are housed in docking stations and can be remotely activated.<\/p>\n\n\n\n<p>&#8220;These &#8216;drone-in-a-box&#8217; solutions can launch, land, and recharge themselves, ensuring constant readiness in most weather conditions, day or night,&#8221; Vumacam said.<\/p>\n\n\n\n<p>Vumacam said the combination of its ground-level intelligence and Drone Force&#8217;s aerial coverage and situational awareness would be highly beneficial.<\/p>\n\n\n\n<p>&#8220;The result: elevated protection, faster response times, and seamless coverage across both urban and private environments,&#8221;
