BMW, Ford, Mercedes-Benz, and Toyota also export a large proportion of their vehicles overseas.

The Electric Mission’s Hiten Parmar pointed out that Europe accounted for R182.8 billion, or 62.8%, of South Africa’s total automotive export value of R291 billion in 2025.

However, all four of the other carmakers are already producing traditional or plug-in hybrids, some of which have proven immensely popular.

Volkswagen lacks NEV manufacturing capacity in South Africa and has not launched any hybrids or fully electric cars in the local market.

Instead of transitioning its assembly line to make NEVs, Volkswagen intends to shift its exports of fuel-powered cars to the rest of the continent.

Volkswagen Group Africa CEO Martina Biene has described Africa as the “last frontier” for automotive growth.

The company’s basic argument is that African markets have been slower to adopt electric vehicles (EVs) than Europe, suggesting they would continue to have significant demand for petrol and diesel models.

However, there are several big holes in Volkswagen’s plan. Firstly, EV prices are expected to reach parity with petrol-powered models by 2028.

Pricing is one of the primary reasons these vehicles have remained out of reach of most African consumers.

African consumers are big on used cars

VW Polos getting prepared for export at the harbour in Gqeberha. Parmar stated.

“At the recent African Union’s Transport and Energy meetings, ministers from across the continent formally adopted the Johannesburg Declaration,” Parmar said.

He pointed out that Ethiopia had already banned fuel-powered vehicle imports and that Morocco’s car production growth came on the back of investments in EV manufacturing.

A missed opportunity

Parmar believes that Volkswagen South Africa missed an opportunity to become the manufacturer of the brand’s planned EV for the masses.

“As the primary global manufacturer of Polo to date, the ID Polo would have been a great opportunity for a transition of local manufacturing to BEV, as ‘the people’s car’,”
