{"id":655206,"date":"2026-06-22T10:00:06","date_gmt":"2026-06-22T08:00:06","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=655206"},"modified":"2026-06-22T10:05:10","modified_gmt":"2026-06-22T08:05:10","slug":"city-officials-children-handed-large-it-contracts","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/government\/655206-city-officials-children-handed-large-it-contracts.html","title":{"rendered":"City officials\u2019 children allegedly handed large IT contracts"},"content":{"rendered":"\n<p>The DA said it would expand its criminal charges against Ekurhuleni\u2019s former City Manager, Imogen Mashazi, following a <a href=\"https:\/\/www.sundaytimes.timeslive.co.za\/politics\/2026-06-20-ekurhuleni-bosses-kids-score\/\">report<\/a> of alleged nepotism and corruption in the Sunday Times.<\/p>\n\n\n\n<p>\u201cWe have already laid criminal charges against the former City Manager in Ekurhuleni due to other allegations of corruption and will continue to fight to purge corruption in the city,\u201d the party said.<\/p>\n\n\n\n<p>The report also implicated the metro\u2019s suspended Chief Information Officer, Moloko Monyepao, in potential wrongdoing, which the DA said raised concerns about nepotism and conflicts of interest.<\/p>\n\n\n\n<p>According to the report, a company that won two multimillion rand IT contracts employed Monyepao\u2019s daughter and Mashazi\u2019s son.<\/p>\n\n\n\n<p>\u201cThe case forms part of wider allegations of irregular ICT contracts, questionable payments, and corruption within the municipality\u2019s IT department,\u201d the DA said.<\/p>\n\n\n\n<p>\u201cThis is sadly only the beginning of the unravelling of a spider\u2019s web of deceit, corruption, and impunity.\u201d<\/p>\n\n\n\n<p>At the start of June, the DA announced that it had laid criminal charges of corruption against Mashazi and her alleged bankroller, XET Solutions.<\/p>\n\n\n\n<p>\u201cIn July 2022, Mashazi accepted a chartered flight to London worth millions of rands. She did not declare the trip,\u201d the DA\u2019s mayoral candidate for Ekurhuleni, Khathutshelo Rasilingwane, stated.<\/p>\n\n\n\n<p>\u201cFrom the allegations contained in the papers \u2014 it is now clear why: the money for the flight originated from a company called XET Solutions, which at the time had an active tender in place with the City.\u201d<\/p>\n\n\n\n<p>Rasilingwane said this was part of the billions of public funds that have been looted while service delivery collapses.<\/p>\n\n\n\n<p>She said there was reason to be concerned that Mashazi violated supply chain management policies, key parts of the Municipal Systems Act, and the Prevention &amp; Combating of Corrupt Activities Act.<\/p>\n\n\n\n<p>\u201cWhat we find highly suspicious, is that the company involved in this matter, XET Solutions, has won tenders from the City to work on vital infrastructure,\u201d said Rasilingwane.<\/p>\n\n\n\n<p>She said these tenders related to electronic bill payments and were therefore involved with the City&#8217;s billing system.<\/p>\n\n\n\n<p>\u201cIn particular, the tender number A-ICT 02-2021 tasked XET Solutions with the support, maintenance, upgrade, expansion, and skills transfer of the enterprise resource planning solution used by the City.\u201d<\/p>\n\n\n\n<p>Rasilingwane explained the system was known as SOLAR, and was the exact system exploited by a criminal syndicate that siphoned R2 billion from the City.<\/p>\n\n\n\n<p>\u201cShortly after Mashazi\u2019s London trip, XET Solutions was awarded another tender, A-ICT 04-2023, to continue working on SOLAR.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">R1.19 billion missing<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza-1200x675.jpg\" alt=\"\" class=\"wp-image-630358\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza-1200x675.jpg 1200w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza-600x338.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza-768x432.jpg 768w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza-1536x864.jpg 1536w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2026\/02\/Nkosindiphile-Xhakaza.jpg 1600w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">Nkosindiphile Xhakaza, City of Ekurhuleni executive mayor<\/figcaption><\/figure>\n\n\n\n<p>A delegation from Ekurhuleni told the Standing Committee on Public Accounts (SCOPA) in early May that a security breach that led to the manipulation of electricity accounts <a href=\"https:\/\/mybroadband.co.za\/news\/security\/646236-r1-6-billion-missing-after-hackers-ran-free-inside-major-south-african-metros-systems.html\">caused a revenue loss of R2 billion<\/a>.<\/p>\n\n\n\n<p>While some money was recovered, the metro said it suffered a \u201cdigital state of emergency\u201d where R1.19 billion was yet to be recovered after hackers struck the municipality in a long-term cyberattack.<\/p>\n\n\n\n<p>The city\u2019s executive mayor, Nkosi Xhakaza, and the acting city manager told SCOPA that they discovered hackers had gained access to the city\u2019s internal systems.<\/p>\n\n\n\n<p>They said the attackers gained access through government facilities and then either removed debts or paid themselves by generating invoices.<\/p>\n\n\n\n<p>Tsholofelo Koopedi, Ekurhuleni\u2019s acting city manager, explained that rather than a year-long breach, the attack could have been a series of smaller breaches over time.<\/p>\n\n\n\n<p>\u201cYou could drive to our licence station in Bedfordview, where we have Wi-Fi, and just park outside, and if you are a hacker, you can get access to our VPN and do these things,\u201d he said.<\/p>\n\n\n\n<p>The delegates said the city\u2019s firewall had collapsed, which created an environment where the account-level manipulation could occur completely without detection, at first.<\/p>\n\n\n\n<p>The city discovered that contractors were allegedly accessing the system to generate their own fake invoices and pay themselves.<\/p>\n\n\n\n<p>\u201cIt did appear to ourselves that our security infrastructure was deliberately compromised in order to enable this fraudulent activity to take place,\u201d said Koopedi.<\/p>\n\n\n\n<p>Ekurhuleni delegates said they identified individuals who had previously been hired as consultants and were allegedly secretly working with outside influences to deliberately undermine the system.<\/p>\n\n\n\n<p>In one instance, city officials discovered that ICT staffers implemented a loophole where cybersecurity was not monitored at night from 18:00 to 06:00, where manipulation was suspected to take place.<\/p>\n\n\n\n<p>Jongizizwe Dlabathi, MMC for Finance, said there were whistleblowers within the city who reported that fraud was occurring on a massive scale.<\/p>\n\n\n\n<p>He said that the city\u2019s finance officials first noticed the problem when they analysed the city\u2019s income against the budget. This began the investigation, which led to Monyepao\u2019s suspension on 27 March 2025.<\/p>\n\n\n\n<p>During the investigation, the city raided its own ICT department and seized around 35 computers for forensic analysis.
