This did not happen, and to date no reason has been furnished for the lack of reports.

The regulator has now explained that since it had published the last report, the mobile operators raised queries about the methodology adopted in conducting the Quality of Service (QoS) tests.

“ICASA agreed to hold off on publishing any further results until a methodology document was finalized,” the regulator said.

“To ensure that a neutral party manages the process, the methodology development was handled under the auspices of SABS TC74 WG 2. Operators and ICASA are members of this working group and have been tasked with developing a methodology document.”

ICASA also confirmed that it still receives bi-annual quality of service reports from the operators.

“We are required to compile our own own report considering the results of the drive tests and compliance with the End-User and Subscriber Service Charter Regulation which prescribes the minimum standard for network quality.”

ICASA said that it is still continuing to do drive testing, but these reports have not been published.

“The TC74 process has not proceeded as fast as ICASA would have preferred, and the Authority has taken the decision to proceed with the publishing of our drive test results once again this year, while still contributing to the SABS process,” said ICASA.

ICASA said it intends to publish new mobile quality of service reports by March 2013.

More ICASA news

ICASA’s failed mobile quality promise

Mobile network quality: ICASA versus Operators

Mobile operators fail quality test: ICASA

South Africa’s broadband targets and spectacular misses

DoC committed to talking about broadband and ICT

ICASA says that the mobile operators’ complaints about its network quality reports means that no further reports could be published to date

[14
35,533
post-69938","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-cellular","tag-headline","tag-icasa
