{"id":69960,"date":"2013-02-05T22:54:35","date_gmt":"2013-02-05T20:54:35","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=69960"},"modified":"2013-02-06T09:50:45","modified_gmt":"2013-02-06T07:50:45","slug":"hiding-the-truth-from-sa-consumers","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/69960-hiding-the-truth-from-sa-consumers.html","title":{"rendered":"Hiding the truth from SA consumers"},"content":{"rendered":"<p><a title=\"Vodacom\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/227063-Vodacom\">Vodacom<\/a>, <a title=\"MTN\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226943-MTN\">MTN<\/a> and <a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C<\/a> slated the Independent Communications Authority of South Africa (<a title=\"ICASA\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226385-ICASA\">ICASA<\/a>) after it published its first mobile quality and service report in July 2011, and were successful in stalling any further reports until a test methodology document was finalized.<\/p>\n<p>ICASA\u2019s first quality survey found that Vodacom, MTN and Cell C had failed to meet the minimum requirements for \u2018Call Set Up Success Rate\u2019 (CSSR) and \u2018Dropped Call Rate\u2019 (DCR).<\/p>\n<p>The three mobile operators attacked ICASA after this report, questioning the accuracy of the tests and the methodology used in the survey.<\/p>\n<p>The fallout from the report resulted in a discussion between ICASA and the mobile operators where it was decided that no further reports would be published until a testing methodology document was finalized.<\/p>\n<p>The methodology development is handled under the auspices of SABS TC74 WG2, of which the mobile operators and ICASA are members.<\/p>\n<p>Fast forward eighteen months and there is still no testing methodology document, and no further mobile quality service reports have been released.<\/p>\n<div id=\"attachment_28023\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/28015-mobile-operators-fail-quality-test-icasa.html\/attachment\/gauteng-drop-call-rate\" rel=\"attachment wp-att-28023\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-28023\" class=\"size-full wp-image-28023\" title=\"Gauteng-Drop-Call-Rate\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/07\/Gauteng-Drop-Call-Rate.jpg\" alt=\"Drop Call Rate\" width=\"600\" height=\"361\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/07\/Gauteng-Drop-Call-Rate.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/07\/Gauteng-Drop-Call-Rate-100x60.jpg 100w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/07\/Gauteng-Drop-Call-Rate-185x111.jpg 185w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-28023\" class=\"wp-caption-text\">Drop Call Rate from July 2011 ICASA report<\/p><\/div>\n<h3 class=\"my-4\">Burying information in a bureaucratic mess<\/h3>\n<p>It is no secret that South Africa\u2019s large telecoms players have been using bureaucratic procedures and calls for more research as a way to delay regulatory processes.<\/p>\n<p>It is therefore possible that Vodacom, MTN and Cell C could have called for the creation of a mobile quality testing methodology document, and then used their presence at the SABS TC74 WG2 working group to delay this process.<\/p>\n<p>Vodacom, MTN and Cell C were asked whether their call for a new testing methodology was merely a stalling tactic to stop ICASA from publishing reports which do not look good for them. Not one of the operators answered this question.<\/p>\n<p>MTN and Cell C would also not say whether they are in favour of a quarterly report by ICASA on the mobile network quality.<\/p>\n<div id=\"attachment_65030\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/mybroadband.co.za\/news\/cellular\/65026-sms-pricing-mtn-vodacom-hit-back-at-cell-c.html\/attachment\/richard-boorman\" rel=\"attachment wp-att-65030\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-65030\" class=\"size-full wp-image-65030\" title=\"Richard Boorman\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2012\/11\/Richard-Boorman.jpg\" alt=\"Richard Boorman\" width=\"600\" height=\"400\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2012\/11\/Richard-Boorman.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2012\/11\/Richard-Boorman-100x66.jpg 100w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2012\/11\/Richard-Boorman-185x123.jpg 185w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2012\/11\/Richard-Boorman-250x166.jpg 250w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-65030\" class=\"wp-caption-text\">Richard Boorman<\/p><\/div>\n<p>Vodacom did say that they \u201cvery much support the development of a testing standard for measuring network quality\u201d.<\/p>\n<p>\u201cWe\u2019ve been working closely with ICASA and the SABS on this, and we\u2019ve provided input on the draft standard,\u201d said Vodacom spokesperson <a title=\"Richard Boorman\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/244557-Richard-Boorman\">Richard Boorman<\/a>.<\/p>\n<p>The mobile operator said that it is a necessary process as the testing reported in July 2011 was flawed in that the limited localised tests used were not representative of an operator\u2019s entire network and the issues experienced could not be replicated or ascribed to a particular network.<\/p>\n<p>\u201cWe submit network quality reports to ICASA on a six-monthly basis which take into account network quality across the entire network as opposed to a limited number of spot checks. As per the most recent data submitted, network availability was 99.5% and service availability was 99.4%,\u201d said Boorman.<\/p>\n<h3 class=\"my-4\">ICASA also to blame?<\/h3>\n<p>While the mobile operators may be partly to blame for stopping the quarterly network quality reports, one industry player said that ICASA is to blame for the delays.<\/p>\n<p>According to the industry source, who asked not to be named, the regulator is the main cause for the delay in establishing a suitable testing methodology.<\/p>\n<p>He added that a lack of resources at the regulator meant that some important steps to test the quality of service of mobile networks did not happen.<\/p>\n<h3 class=\"my-4\">ICASA has had enough<\/h3>\n<p>ICASA has been criticized in the past for being toothless and bowing to pressure from the large telecoms operators.
