{"id":71018,"date":"2013-02-21T18:40:27","date_gmt":"2013-02-21T16:40:27","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=71018"},"modified":"2013-02-22T08:27:24","modified_gmt":"2013-02-22T06:27:24","slug":"surprise-cell-c-interconnect-move","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/71018-surprise-cell-c-interconnect-move.html","title":{"rendered":"Surprise Cell C interconnect move"},"content":{"rendered":"<p><a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C<\/a> has asked the Independent Communications Authority of South Africa (<a title=\"ICASA\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226385-ICASA\">ICASA<\/a>) to hold off on dropping mobile termination rates (MTR) as planned for March 2013.<\/p>\n<p>Cell C is calling for an urgent market review to determine the effectiveness of the call termination regulations and whether they have had the desired effect on reducing the cost to communicate in South Africa.<\/p>\n<p>\u201cWe have asked ICASA to retain the current MTR levels pending the outcome of this urgent market review, because we are concerned that if the MTR drops to the proposed 44c rate for mobile operators without significant market power on 1 March 2013, then the ratio of asymmetry that smaller operators require to compete effectively with the dominant incumbents will not thereafter be realised,\u201d Cell C said.<\/p>\n<p>MTRs for larger operators are set to drop to 40c this year, which is the last round of cuts specified in current regulations.<\/p>\n<p>\u201cIn order to increase competition and to bring down the cost to communicate, which will ultimately benefit consumers, Cell C\u2019s view is that there needs to be significant further MTR reductions for the dominant mobile operators as well as a significant and sustained MTR asymmetry for smaller operators until they achieve a competitive degree of scale,\u201d Cell C said.<\/p>\n<div class=\"table-responsive\"><table class=\"table\" style=\"background-color: #f4f4f4;
