loop unbundling gets new deadline"},"content":{"rendered":"<p>The Independent Communications Authority of South Africa (<a title=\"ICASA\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226385-ICASA\">ICASA<\/a>) has announced that it has set a new deadline for the publication of Local Loop Unbundling (<a title=\"LLU\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/479432-Local-Loop-Unbundling-LLU\">LLU<\/a>) regulations: 4 March 2014.<\/p>\n<p><a title=\"Pieter Grootes\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/422196-Pieter-Grootes\">Pieter Grootes<\/a>, general manager of markets and competition at ICASA, said that he is making a commitment to meet the deadline, and predicted that they would even beat it.<\/p>\n<p>The process to unbundle South Africa\u2019s local loop appeared to grind to a halt after ICASA said that it was investigating Telkom\u2019s \u201caccess line deficit\u201d (ALD), or more simply put, the loss it makes on line rental.<\/p>\n<p>Originally the deadline set for the full unbundling of the local loop was November 2011.<\/p>\n<p>Asked what was different this time that would prevent ALD from blocking LLU, manager of ICASA\u2019s Cost to Communicate project, <a title=\"Christian Mhlanga\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/422214-Christian-Mhlanga\">Christian <!--?xml version=\"1.0\" encoding=\"UTF-8\" standalone=\"no\"?--> Mhlanga<\/a>\u00a0explained that all the necessary processes have been followed now.<\/p>\n<p>\u201cWe\u2019ve gone through all the consultations,\u201d <!--?xml version=\"1.0\" encoding=\"UTF-8\" standalone=\"no\"?--> Mhlanga\u00a0said, adding that a committee was set up to look at ALD. \u201cWe\u2019ve done all the work that needed to be done.\u201d<\/p>\n<p>ICASA will simply be implementing the relevant sections of the Electronic Communications Act.<\/p>\n<p>\u201cWe are now guided by the Act and we\u2019re just going to do it,\u201d <!--?xml version=\"1.0\" encoding=\"UTF-8\" standalone=\"no\"?--> Mhlanga\u00a0said.<\/p>\n<p><!--?xml version=\"1.0\" encoding=\"UTF-8\" standalone=\"no\"?--> Mhlanga\u00a0said that all potential forms of unbundling will be considered and not only the Bitstream
