{"id":79881,"date":"2013-06-13T10:04:24","date_gmt":"2013-06-13T08:04:24","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=79881"},"modified":"2013-06-13T10:05:18","modified_gmt":"2013-06-13T08:05:18","slug":"brainwash-alert","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/technology\/79881-brainwash-alert.html","title":{"rendered":"Brainwash alert"},"content":{"rendered":"<p>South Africa\u2019s telecommunications sector has been awash with news this year, which included new broadband and cellular products, a battle between the <a title=\"Sunday Times\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/524368-Sunday-Times\">Sunday Times<\/a> and communications minister <a title=\"Dina Pule\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/210235-Dina-Pule\">Dina Pule<\/a>, and plans to drive down telecoms costs.<\/p>\n<p>While many of the announcements were honest and brought true advantages to consumers, some of the information which came from companies and government institutions bent the truth.<\/p>\n<p>Unless consumers are armed with background knowledge about a subject, their minds can easily be swayed by clever marketing messages or competent spin-doctors.<\/p>\n<p>Some of the announcements and marketing messages should not be assumed as truth without another, thorough look at the facts.<\/p>\n<p>Some of these announcements include <a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C<\/a>\u2019s Straight Up Infinity advertising, the Sunday Times\u2019 continued battle with communications minister Dina Pule, and the Department of Communications (<a title=\"DoC\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226205-Department-Of-Communications\">DoC<\/a>) and the Independent Communications Authority of South Africa\u2019s (<a title=\"ICASA\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226385-ICASA\">ICASA<\/a>\u2019s) plans to lower telecoms costs.<\/p>\n<h3 class=\"my-4\">Cell C Straight Up Infinity<\/h3>\n<div id=\"attachment_79885\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Cell-C-Straight-Up-Infinity-marketing.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-79885\" class=\"size-full wp-image-79885\" alt=\"Cell C Straight Up Infinity marketing\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Cell-C-Straight-Up-Infinity-marketing.jpg\" width=\"600\" height=\"400\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Cell-C-Straight-Up-Infinity-marketing.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Cell-C-Straight-Up-Infinity-marketing-250x166.jpg 250w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-79885\" class=\"wp-caption-text\">Cell C Straight Up Infinity marketing<\/p><\/div>\n<p><a title=\"Cell C Straight Up Infinity Product\" href=\"http:\/\/mybroadband.co.za\/news\/cellular\/79087-cell-c-straight-up-infinity-contract-prices-revealed.html\"><strong>Cell C launched its Straight Up Infinity contract package<\/strong><\/a> recently, offering a smartphone, 3GB of data and unlimited Cell C to Cell C calls for R999 per month. In its advertising the company says that \u201cThis unreal deal is real\u201d, creating the impression of exceptional value for money.<\/p>\n<p><span style=\"color: #800000;\"><strong>The truth:<\/strong><\/span> Cell C\u2019s Straight Up Infinity deal offers <a title=\"Cell C Infinity versus Supacharge\" href=\"http:\/\/mybroadband.co.za\/news\/cellular\/79123-cell-c-supacharge-vs-straight-up-infinity-dont-sign-that-contract.html\"><strong>far worse value than its own pre-paid Supacharge product<\/strong><\/a>, and cannot be equated to <strong><a title=\"Vodacom, Cell C and Telkom Mobile infinite\" href=\"http:\/\/mybroadband.co.za\/news\/cellular\/79105-limitless-vs-unlimited-vs-infinity.html\">Vodacom and Telkom\u2019s Mobile\u2019s unlimited call products<\/a><\/strong>. The only unreal thing about this deal is how much worse it is than the company\u2019s similar pre-paid product.<\/p>\n<p><span style=\"color: #800000;\"><strong>Where to next:<\/strong><\/span> Cell C has been a consumer champion with products offering great value, and through this, driving down voice and data prices. Pule said in a 702 interview that she only knows Mngqibisa as a comrade, but has \u201cnothing to do with him\u201d. She added that the Sunday Times, <a title=\"Sunday Times on Dina Pule\" href=\"http:\/\/mybroadband.co.za\/news\/government\/74923-what-dina-pule-does-not-want-you-to-know.html\"><strong>which published numerous reports alleging questionable deals involving Mngqibisa<\/strong><\/a>, did not bring a shred of evidence.<\/p>\n<p><span style=\"color: #800000;\"><strong>The truth:<\/strong><\/span> <a title=\"Dina Pule boyfriend proof\" href=\"http:\/\/mybroadband.co.za\/news\/government\/79237-its-official-pule-lied-sunday-times.html\"><strong>The Sunday Times did bring proof<\/strong><\/a> about Pule\u2019s alleged relationship with Mngqibisa, which included a letter from Pule\u2019s office in 2009 (as deputy communications minister) where she nominated Phosane Mngqibisa as her spouse to accompany her an official visit to Mexico in September 2009.<\/p>\n<p><span style=\"color: #800000;\"><strong>Where to next:<\/strong><\/span> Clearly someone is lying. It should be easy for Pule and Mngqibisa to prove that he did not accompany her on her trips as alleged by the Sunday Times (this proof may include passport stamps and hotel documentation). Just provide this proof to settle this debate.<\/p>\n<h3 class=\"my-4\">ICASA and the DoC\u2019s drive to bring down broadband and communications prices<\/h3>\n<div id=\"attachment_76114\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/04\/Dina-Pule.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-76114\" class=\"size-full wp-image-76114\" alt=\"Dina Pule\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/04\/Dina-Pule.jpg\" width=\"600\" height=\"400\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/04\/Dina-Pule.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/04\/Dina-Pule-250x166.jpg 250w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-76114\" class=\"wp-caption-text\">Dina Pule<\/p><\/div>\n<p><a title=\"DoC plan to cut broadband prices\" href=\"http:\/\/mybroadband.co.za\/news\/broadband\/79675-intervention-to-lower-broadband-prices-in-sa-planned.html\"><strong>The DoC and ICASA recently announced<\/strong><\/a> their <a title=\"ICASA to bring down prices\" href=\"http:\/\/mybroadband.co.za\/news\/government\/79555-price-cuts-on-icasa-agenda.html\"><strong>drive to bring down telecoms prices<\/strong><\/a> in South Africa. This includes ICASA\u2019s \u201cCost to Communicate Programme\u201d which will review regulations that impact on the cost of communications in South Africa, and suggest interventions to reduce prices.<\/p>\n<p><span style=\"color: #800000;\"><strong>The truth:<\/strong><\/span> Over the last decade the DoC and ICASA had many similar initiatives, most of which turned out to be nothing more than talk shops without any concrete results. In 2005, for example, the <a title=\"DoC colloquiums\" href=\"http:\/\/mybroadband.co.za\/nephp\/780.html\"><strong>DoC held two colloquiums<\/strong><\/a> to find ways to drive down telecoms prices in SA. This included a discussion on \u201chow the policy and regulatory framework can contribute towards reducing the cost of telecommunications\u201d. <a title=\"DoC colloquium feedback fail\" href=\"http:\/\/mybroadband.co.za\/nephp\/1387.html\"><strong>We are still waiting<\/strong><\/a> for the DoC to make good on its promises at these events.<\/p>\n<p><span style=\"color: #800000;\"><strong>Where to next:<\/strong><\/span> More talk shops will not solve anything. The DoC and ICASA can, however, assist telecoms players to make better and cheaper services a reality by fast tracking the DTT migration to free up valuable broadband spectrum, actually handing out broadband spectrum and make it easier for companies to build telecoms networks (using the rapid deployment guidelines).<\/p>\n<h3 class=\"my-4\">ICASA LLU deadline<\/h3>\n<div id=\"attachment_79895\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Stephen-Mncube.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-79895\" class=\"size-full wp-image-79895\" alt=\"Stephen Mncube\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Stephen-Mncube.jpg\" width=\"600\" height=\"400\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Stephen-Mncube.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2013\/06\/Stephen-Mncube-250x166.jpg 250w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-79895\" class=\"wp-caption-text\">Stephen Mncube<\/p><\/div>\n<p><a title=\"New ICASA LLU deadline\" href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/79729-local-loop-unbundling-gets-new-deadline.html\"><strong>ICASA has set a new deadline<\/strong><\/a> for the publication of Local Loop Unbundling (LLU) regulations: 4 March 2014. This deadline follows the initial deadline which required the <a title=\"LLU deadline November 2011\" href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/27345-deadline-schmeadline.html\"><strong>unbundling process to be implemented and completed by November 2011<\/strong><\/a>. ICASA said that it is committed to meeting the March 2014 deadline.<\/p>\n<p><span style=\"color: #800000;\"><strong>The truth:<\/strong><\/span> <a title=\"LLU missed deadline\" href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/39101-more-deadlines-and-missed-opportunities.html\"><strong>ICASA has not only missed the November 2011 deadline<\/strong><\/a>, but has also missed its own deadline to ensure that a <a title=\"Bitstream LLU deadline missed\" href=\"http:\/\/mybroadband.co.za\/news\/adsl\/63758-adsl-suffers-because-of-missed-deadline.html\"><strong>true bitstream product is introduced by 1 November 2012<\/strong><\/a>. This is after <a title=\"Stephen Mncube LLU deadline\" href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/39107-hoorah-more-deadlines-to-miss.html\"><strong>ICASA chairman Stephen Mncube boasted in 2011<\/strong><\/a> that we are seeing a new ICASA which meets its deadlines. Mncube may want to explain how LLU was \u201cimplemented and completed\u201d by November 2011, with LLU regulations only set to be completed by March 2014.<\/p>\n<p><span style=\"color: #800000;\"><strong>Where to next:<\/strong><\/span> ICASA should own up to its missed deadlines.
