{"id":8156,"date":"2009-05-23T00:27:00","date_gmt":"2009-05-22T22:27:00","guid":{"rendered":""},"modified":"2009-05-23T00:27:00","modified_gmt":"2009-05-22T22:27:00","slug":"icasa-changes-its-mind-again","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/telecoms\/8156-icasa-changes-its-mind-again.html","title":{"rendered":"ICASA changes its mind, again"},"content":{"rendered":"<p>Plans to hold an inquiry into whether Telkom should have been allowed to shed its stake in Vodacom have been scrapped by the regulatory authority &ndash; a week after it became patently obvious that the deal could not be reversed.<\/p>\n<p>Telkom had already sold 15% of Vodacom for R20.95bn as a precursor to listing another 35% on the JSE when the Independent Communications Authority of SA (Icasa) tried to halt the process last week.&nbsp;<\/p>\n<p>Icasa&rsquo;s intention was to call for public comment on the deal, chiefly under pressure from the Congress of South African Trade Unions, which was determined to scupper it.<\/p>\n<p>It is still unclear who put political pressure on Cosatu to oppose the deal, but their efforts finally became futile when Icasa staged a second U-turn.<\/p>\n<p>Its first U-turn was to declare that Telkom&rsquo;s disinvestment and the sale of Vodacom shares to Vodafone did require approval.<\/p>\n<p>That reversed its previous stance that it had no jurisdiction over the matter.<\/p>\n<p>Last Friday it made a new U-turn by declaring that it &ldquo;will not continue with the public hearings as envisaged&rdquo;.<\/p>\n<p>The issue climaxed in the high court last Sunday when Cosatu and Icasa sought an interdict so the deal could be re-scrutinised.&nbsp; Judge John Murphy threw them out, and Vodacom listed triumphantly on Monday morning.<\/p>\n<p>Cosatu still wants a legal review to assess whether the deal needed Icasa&rsquo;s approval.<\/p>\n<p>On Monday Murphy will issue written reasons for letting the multibillion-rand deal proceed.<\/p>\n<p><strong><a href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php?t=173121\">ICASA on Vodacom deal<\/a><\/strong> &#8211; give your views<\/p>\n","protected":false},"excerpt":{"rendered":"<p>ICASA decides against public hearings on Vodacom sale<\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[],"class_list":["post-8156","post","type-post","status-publish","format-standard","hentry","category-telecoms"],"_links":{"self":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/8156"}],"collection":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/comments?post=8156"}],"version-history":[{"count":0,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/8156\/revisions"}],"wp:attachment":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/media?parent=8156"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/categories?post=8156"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/tags?post=8156"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
