{"id":84381,"date":"2013-08-15T10:30:47","date_gmt":"2013-08-15T08:30:47","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=84381"},"modified":"2013-08-16T12:17:07","modified_gmt":"2013-08-16T10:17:07","slug":"cell-c-mtn-mum-on-poor-network-quality","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/84381-cell-c-mtn-mum-on-poor-network-quality.html","title":{"rendered":"Cell C, MTN mum on poor network quality"},"content":{"rendered":"<p>The Independent Communications Authority of South Africa (<a title=\"Icasa\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/462443-Independent-Communications-Authority-of-South-Africa-(ICASA)\">Icasa<\/a>) published its latest Quality Of Service (QoS) monitoring test report, showing that <a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C<\/a> and <a title=\"MTN\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226943-MTN\">MTN<\/a>\u2019s network quality is below required standards in some regions.<\/p>\n<p>The Icasa report showed that MTN and Cell C did not meet the target for Average Drop Call Rates (ADCR) in Johannesburg. Cell C did not meet the Average Call Set-up Success Rate (ACSSR) target in Pretoria.<\/p>\n<p>According to the report, <a title=\"Vodacom\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/227063-Vodacom\">Vodacom<\/a> had by far the best network. Its Average Call Set-up Success Rate (ACSSR) and Average Drop Call Rate (ADCR) were much better than the required standard in Johannesburg and Pretoria.<\/p>\n<p>While the report paints a glowing picture of Vodacom\u2019s network, the company is not endorsing it just yet.<\/p>\n<p><strong>Vodacom<\/strong> spokesperson <a title=\"Richard Boorman\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/244557-Richard-Boorman\">Richard Boorman<\/a> said that they are still in discussions with Icasa to better understand their testing methodology.<\/p>\n<p>Vodacom is also working with the regulator to develop an approach that is \u201cas accurate as possible in reflecting the real picture\u201d.<\/p>\n<p>\u201cWe understand that a number of improvements to the testing methodology have already been implemented,\u201d said Boorman.<\/p>\n<p><strong>MTN<\/strong> was asked for comment about the report and the fact that it failed in some areas, but the operator did not respond by the time of publication.<\/p>\n<p><strong>Update from Cell C<\/strong><\/p>\n<p>Cell C said that it was not given an opportunity to comment on the testing methodology used by Icasa or the results published by Icasa prior to their publication.<\/p>\n<p>&#8220;We are however engaging with Icasa regarding the testing methodology used by them to ensure that their results accurately reflect our network performance going forward. Cell C has however taken note of the network issues raised in the ICASA report,&#8221; said Cell C.<\/p>\n<p>&#8220;In some cases there are issues beyond the company\u2019s control, such as lack of seamless handover when using national roaming, which we are addressing with Vodacom and Icasa.
