    A bill decriminalizing domestic violence has passed its first reading in Russia's State Duma.

    Some 368 lawmakers voted in favor of the law, with just one deputy voting against the plans. One other deputy abstained from the vote.

    The bill would remove the charge of "battery within families" from Russia's Criminal Code, downgrading it to an administrative offense. Criminal charges would only be brought against offenders if familial beatings took place more than once a year.

    The bill was spearheaded by ultra-conservative Russian lawmaker Yelena Mizulina, who is already notorious for successfully lobbying Russia's controversial “gay propaganda” law.

    The Russian government's commission on legislation has rejected a bill that proposed decriminalizing domestic violence, the Vedomosti business daily reported Thursday.

    The government review of Mizulina's bill stated that she failed to acknowledge that classifying domestic battery as a criminal offense is aimed at tackling domestic violence.

    The side note to the bill also doesn't offer any evidence that these amendments are necessary, the report says. The ruling United Russia party deputies in the State Duma do not support the initiative, Vedomosti reported, citing an unidentified source in the party.

    well, you can smack your partner around outside the house, its cold there, so i guess they just taking the fight inside.

    you should watch some of their reality shows, they moer each other. shocking stuff. when i questioned it, the response was, da thats how it is, its passionate. then they named other cultures that do the same. lol. its much better than it was i was told.

    on their comedy channel they have a show where they shock each other too, or walk blindfolded over a floor full of mouse traps, its hilarious.

    Exactly, I think this is more about allowing the wives to bash their husbands vs the other way around
