    Incompetence at the municipality. A meter that isn't mine (which I have been fighting to get corrected for months already) just amazingly had nearly 10000kl billed on it for a period of 3 days.

    At 600kpa in a 22mm pipe, I would only get to 1/60th of that usage figure in 3 days.
    Wonder if I should submit a second water loss claim

    Wait it out... If they're offering 50% just because you've gone to the ombudsman, it means the pretty much KNOW they will lose.

    The teeny tiny little 10000kl (10m litres) of water over 3 days equates to 0.5% of the City of Capetowns total daily consumption....

    If all submissions are in and it's clear you were only aware that the actual loss was yours you should be ok.
