This is also the state that just ruled that it's no longer a crime to have unprotected sex with someone when you're HIV positive if you haven't told them before.

Is CA not a donor state, ie they pay more in taxes to the fed than they receive back? Also things like military paychecks and veteran benefits come to mind as they serve(d) the country as a whole.

    Downgraded to a misdemeanor

California lawmakers have passed a bill to make punishments for intentionally infecting someone with HIV the same as for other communicable diseases. The state Senate voted Wednesday to send SB239 to the Assembly. It would make knowingly exposing someone to HIV a misdemeanor instead of a felony.

Along with "lower level crimes" also downgraded to misdemeanors with predictable results...

In San Francisco, theft from cars is up 47 percent this year over the same period in 2014. Auto theft is up by 17 percent. Robberies are up 23 percent. And aggravated assaults are up 2 percent, according to San Francisco police spokesman Carlos Manfredi. Burglaries are down 5 percent.

The City of Angels saw a 12.7 percent increase in overall crime this year, according to the Los Angeles Times; violent offenses rose 20.6 percent, while property crime rose by 11 percent. Mayor Eric Garcetti says Prop 47 may explain Los Angeles' change in course from crime reduction to crime increases.

the people of the state will pay the same taxes as someone in Mississippi if they earn the same amount.

i believe the state itself contributes nothing to the federal government.

military and veteran benefits is supplied by the federal government.

you are thinking national guard, i'll have to look up where they get their money from...never really cared about the weekend warriors.
