Cellphone signal issues help

He guys need some help please we have a client residential area in sandton.

There is a tower at the bottom of the complex.

There is almost zero signal though on all networks

We need to get something like a booster or help ar looking at the tower for security issues.
Have tried all networks and it's the same.

Any ideas who to contact to help?

This is a huge security risk as the guards and residents usually have no signal
