Some extensions can cause this. Install Gnome Tweak Tool and try turning off one entension at a time to check if any are causing the high cpu usage.

Try Ubuntu MATE or Lubuntu.

Uninstall cpu usage tool. Prob solved.
Interesting that VSCode is now the default IDE (probably one of the first times - if not the first time that MS has achieved this).
I also like the minimal install option so I can avoid bloatware.
All in all 18.04 is still buggy as hell.
