    Because it's 10 trillion USD and R130 trillion.

    I'll go slowly:

    If 0.1% is USD10 billion, 100% is 100/0.1 = 1000 hence USD10 000 billion.

    Convert to rands at an exchange rate of 13 and USD10 000 billion x 13 = R130 000 or R130 trillion.
