Not at all, they are systems that are used in MTN stores by dealers for submitting requested to agents that have access to load VAS services or log billing queries
Have you submitted something directly to DIC queries ? DIC is for dealers they submit sim swop requests and VAS requests etc, and Siebel is another system the dealers / stores use to log tickets like requests for them to check on clients accounts if there are any issues.
I’ve done four deals, upgraded my 2016 BF deals and they are fine.
I think the issue here is that these upgrades where maybe performed at a dealer or a “franchise” MTN where their don’t give a damn attitude stinks and they rush the sale transaction, and load the correct deal codes, value added...

Yeah just got news aswell, stores where complaining that every client wants the retention cancellation deal so they decided to pull the R299 retention deal off...
Just got told this from a MTN Regional Manager :
As a MTN business rule. Voice bundles are not allowed to be loaded onto data contracts.
They are working on removing the add voice bundle option from the system.
Best option if you want minutes is to go for the Made for me L package which...
If I remember clearly the Telkom Sim Sonke is the best prepaid option.
