    Also add in that bedroom vs living room usage (in general) is day vs night temperatures as well as people moving around and/or being awake and active vs sleeping; so bedroom just needs a bit of cooling in general vs a lot for a living room.

    If the people had run towards the hill on the side they might have made it, if of course it was accessible and not blocked off.     Except of course that pretty much all of their money comes from the government via cities and law enforcement, so its really just the usual USA thing of outsourcing government functions so the people who own them can benefit.
