I don't want to speak too soon, but for the last hour it seems Vumatel resolved the issue, someone else in my area with a different ISP also said their line is healthy again.
It might also be a hardware issue, I get the feeling the backhaul line dies for +-5s once or twice a minute. It feels like the traffic totally dies for a while and comes back. But vuma needs to figure it out.
Packet Loss is back on TER-JB3-AR2 since just before 10:00, I reconnected to TRI-JB3-DC21-A21-BNG3 and then I have no Packet Loss. I added ping plotter screenshots before and after the reconnect to my ticket.
This morning it seems the packet loss is resolved on all the Access Concentrators I am able to connect to, hopefully vumatel found and fixed the problem. I am not able to connect to the same MAC addresses for BNG1 & 2. These are running clean right now:

If you are able to change the "AC Name" on your router's PPPoE connection, I found 2 AC's that run well, and 3 that have a lot of packet loss, so try to get connected to:

Hi @CoolEscalator, FYI something made AC TER-JB3-AR2 unhappy from a Vuma Aerial point of view, it has been running with quite a lot of packet loss since 14:30. I switched to a random AC TRI-JB3-DC21-A21-BNG3 and all is well again for me.
