Speed and charges

Hi All, Telkom charges me for fastest (10mbps) speed for long time. In my area there is no 10meg speed. its only 4mbps. and I get download around 3 and upload is around 0.5. 1) how to change online to 4mbps? 2) how to claim refund for service I did not get?
