Also Durban and experiencing the same - It looks like Cloudflare was de-peered on friday at around 14:30 coinciding with the packet loss issues on Cloudflare at that time ...
At least for my subnet, it appears that most International IPT is returning via WIOCC Tranist to Johannesburg - currently the advertised /20 prefixes for Cool Ideas prefer WIOCC.
I am in Durban and was not affected - this is a likely explanation for this
