I'm speculating that the 10meg uncapped might be a pool device and sim that is loaned to customers by Mweb until fibre is available. While connected to the wifi of said Telkom connection visit http://onnet.telkom.co.za to see the registered owner of the contract and also the data balance. Good luck
Having distinctly up and down speed both over ten megs is quite acceptable and likely most users. Frankly, it is enough for email, browsing, voip, basic cloud backups, and streaming. I specifically opted for capped to avoid the consequences of congestion but that is proven otherwise.
