DIC has everything to do with the Finance House, it is a mechanism for the Finance House to encourage more business by incentivizing the dealers to apply with them instead of a different Finance House. It is by no means a fallback, it is common practice amongst all Banks/Finance houses.
DIC has been happening for a long time. It happens with all the Finance houses. They (Dealers) tend to go for the Finance house which offers them the best/highest DIC regardless of the rate. The amounts can be quite substantial as well. Like upwards of 20k sometimes
