Looks like they pulled all of their routes outside of SA. As a result, local connectivity has been fully restored, but international access is completely gone.
What is interesting is that we also have hosted servers at another location and from there to Xneelo, there is zero packet-loss. I guess it's a direct peering link from there to Xneelo.

Xneelo has been having a total connectivity outage since 08:40 this morning.
Their status page confirms this:

The issue is with inbound traffic, makes no difference if we set it for outbound.

As of late., we're experiencing significant disruptions from the Xneelo datacenter to/from international destinations for packets larger than 1476 bytes. The default is 1500 bytes, but at the time of this writing, any packet larger than 1476 bytes is simply dropped.
