    I don't understand this thing. In the one hand the founder of telegram is saying that ALL chats are end to end encrypted that and it's false that only private chats are encrypted. And on the other hand some news sites like even my broadband are reporting otherwise. Can someone actually clarify this.

    This doesn't make much sense. If most of the African revenue is derived in USD and their content is paid for in USD then why not make use of CFC accounts to hold their USD currency and then use that to pay for their content. Then it's basically an intercompany journal but their currency...
