Vodacom know how to get extra money when they reduce the call rates

I CAN'T BELIVE THAT I GET BILLED EVERY TIME I PHONE A CELL NUMBER AND I GET "the subscriber you have dialled is unavaiable at present please try again later" we get billed for that ????????????????? :mad:
