Sounds like the telkom debacle back in 2019-2020, where people that went though the whole cancelation process were pestered about paying because telkom didn't do their due diligence to ensure their subscriber base was up to date.

The contract I entered into originally stated that they would throttle me to 10mbps after 500gigs consumed, which I agreed to. It still allowed me access to the internet. It one of the main reasons I chose them over other ISPs.
