I would say that it might be related to a storage problem, thus historical transaction entries are moved to an archive of some sorts.
That is the only reason I can think of, then they decided to charge a client to retrieve the data from the archive.
If I paid R50 per GB, and I see that the top FUP is 150GB... so it is really "uncapped".
I must say that the price came down a lot because in 2012 I was looking into this and would have paid R3k for 1Mbps connction.
