Yes. On the one corner, there is only one hook for three eyelets on the cover. That hook is not under tension when it is in the hole, so no friction and thus nothing keeping it in place except gravity. So as soon as the wind catches the edge of the cover, the pin just lifts straight up.
I'm not just ranting though. Serious question: would the rest of you consider this "okay" quality? Because a friend who saw it said it looks okay, and I honestly can't tell if he's trying to cheer my up and it really is kinda crap, or whether I'm just too demanding.
