    When my kids turned 16, the school required them to get the smart IDs in preparation for registering for the Grade 12 exams. Once they were 16, they did the process without a parent needing to be present. Not sure about the document requirements, but I imagine that a certified copy of birth...

    @Jan Just do an audit ... go to one of these so called households and check if this is the case. The results may surprise us all ... maybe its there, maybe it a hogwash story before the election. Who knows, unless verified.
