    Yes, but you create for yourself both an SA and US account. That way you get the best from both worlds. Been doing this for 2 years on my iPHone 3G and now iPHone4. It will work similar on the iPad. If you're unsure about the 3G locked/unlocked, just check with the reseller of the iPads...
