Plough that cash into getting every household at least a 10mb internet connection and just broadcast everything over the internet. The only thing you can do with a tv radio signal is watch tv (crappy tv at that.)
Feels like the death spiral will continue. We can't really live without electricity, so we'll either take it from the man and pay whatever we can afford, or go off-grid. The latter is making more and more financial sense as each month passes by.
It just changes the calculus again. If you're paying more for electricity with grid-tied solar, the prospect of paying for more panels and more battery storage might mean you break even or better over 15 years, so there's now a more appealing route to go off-grid completely.
If the payback is so good, communities will just set these microgrids up themselves, if government doesn't enact legislation to make that illegal (if it isn't already). I'm definitely for microgrids - hopefully less prone to massive budget over-runs than megaproject coal power stations. But...
Are you sure you aren't being charged a platform fee by Old Mutual to invest in a Coronation Fund? I know that doing something similar via Allan Gray attracts an additional fee of around 0.5% pa.
