Definitely a business level problem , as you said , it comes down to who is deciding the budget and approvals for the hardware thats being used (usually CTO?)... engineers just maintain the network and fix the data issues .

I went to the office for a few hours , came back home around 2pm , tested some web pages and they actually loaded . Rebooted the router and our network switch and it seems to be *slightly* more stable with less packet loss . Spotify is working and I'm able to log into my companies intranet again...
My home network seems to be mostly online now , zoom calls speed tests connecting at around 70mbs , not anywhere near what the line speed is supposed to be (500mbs) ... but at least theres something .
