Came here to say the same thing. SAPS cant confiscate firearms that are lost or stolen.
Even if they dont come door to door to get them, a lot of us wont be rushing to the police station to hand them in.
Theres no paperwork for competency. Just fill in some forms. Applying for the license is paperwork, gun owners of south africa have lawyers that will help you with that paperwork and at a reduced rate if you are a member
Happened where I stay. Person shot at an unarmed person as they were running away after breaking into his house. He told SAPS he was angry and shot into the ground, they just took the firearm he used and he wasn't arrested. This was in a residential area. But obviously still not a good idea to try.
I could be mistaken but I believe deadly force refers to include using a firearm, that means its irrelevant what ammo he was using and that would also mean when SAPS fire rubber bullets they are using deadly force
