There is little or no difference between how Cape town charges for electricity verses Alberton or Johannesburg or Roodepoort.

All the more reason for solar. Paying customers are subsidising all the non paying Eskom customers. I installed solar because of load shedding and upgraded because of the cost of electricity.
It would depend what you are paying for electricity but in your case you may only need a 3kw system but you may have to rethink that if you want to charge a EV
I rinse my panels with a hose pipe two or three times in winter without climbing on the roof. Takes maybe 10 minutes. Last touched my solar batteries 2 years ago when they were installed and will not touch them for at least another 5 years.
