    cancer is covered - yes what is available in state facilities yes You may need a "better newer" medicine which is not covered eg biologic therapy

    not necessarily - they are the worst payers for "dread diseases" so you won't get the medicine you need alternatively don't get cancer or any rare disease with specialised treatment
