    That's the thing. It's consistently not sustainable. Not because the administration process doesn't work. It usually works OK. They stabilise service delivery, pay off immediate debts etc.. They tend to hand back a muni that is, at least at a basic level, more functional than it was before...

    It's worked before. The problem is usually when the administration ends and the local boys take over again. Then they just drag it back into the mud.

    Could be the Miami of the entire Southern Hemisphere. If Durban's leadership just got their schit together Durban could be amazing. The beaches are beautiful. The weather is fantastic. Yes it's humid but honestly you do adjust to it.

    You should check again friend. Maybe government teachers are getting that. You can get anything from R10k p/m up to 35k Starting salaries for government posts are something like R14k

    I imagine it was a combination of factors. Under Mbeki it was exclusively voluntary early retirement packages.
