    Pretty sure it's not ISP related. The problem is Vuma, who bloody fails to fix anything. We're all on different ISP's with similar issues. I actually think jumping ship to Openserve wouldn't be a totally bad idea after all.

    Unfortunately it looks like more a specific issue rather than wide spread. I seem to be getting full speed everyday since the usual issue has been fixed. Try a speed test with a VPN.
