I had this exact issue. Are you by any chance able to force you router to use the 2600Mhz band? If your router supports the B41 (2500MHz) TDD band then it will work on Rain's 2600MHz Band 38 frequency. Albeit with a really crappy upload speed. The caveat is that the cell tower that you connect...

+-5Mbps when doing a speed test, using the android app or from within a browser. It does depend on the time of day though. And general browsing is good.
Speed does seem to go a bit pear shaped around 5pm, then get better after a few minutes.
