Whats the difference between Vitality and Vitality Active? I'm starting a new job and I see that Vitality is R290 and Vitality Active is R89.

It depends on the situation. I'm not familiar with the Site and its various requirements but there would be some reasoning for this - i.e space, the construction of the arches, traffic accommodation or some other practical constraint.

I would classify a murder far worse than trashing a hotel room.
Agreed that the South African case is not an accident, but to respond to your original point - I'm of the opinion that culpable homicide and getting away with it is far worse than trashing a hotel room
