The reason they don't reduce high paying areas is because of the number of connections to transformers is balanced, you can and still do have some people in affluent areas who bridge their connections and don't pay for electricity. The main issues here is density, there are a lot more illegal...
Reduction and shedding serve the same function of reducing strain on the grid/transformer. reduction just targets high density low income areas, and there are some people in those areas who pay for their power. only those with illegal connections get 14 hours of free power.
We have had spells of load reduction...but people will say that reduction and shedding aren't the same thing...we hope for the best, either way, time will tell

Time when i got my solar system installed in JHB, installer said it wasn't a requirement from Eskom Direct at the time. If it has changed, i haven't heard or seen anything from Eskom asking that we apply.
But the process is the same, just one affects a local transformer whilst the other the national grid. Load Reduction is just localized load shedding in a attempt to protect the transformer which would otherwise create a greater outage were it to blow. For the mere fact that is also applies...
