It was pretty much common knowledge in the '80's and '90's. I think the problem was the ANC valued the input of social scientists more than it did engineers with 30 plus years of experience and they ignored the engineers.

Indeed. But Russia has only recently adopted PWR's (after Chernobyl they had an inkling that that design wasn't particularly safe) and how many different designs of PWR are there? Just because the Westinghouse and the new Russians designs are both PWR's doesn't mean there is parts interchangeability
