De Ruyter is a moron, but doing that on national TV is literally a death sentence.

Everybody has been waiting for him to do something. He obviously couldn't bring the changes that he wanted to as ESKOM because of the political interference, so he has now literally put his life on the line to expose what he saw while he was there. It's up to the authorities to do something about it now.
He's not the law-maker.
