But they do generate. They generate for me which means they reduce the demand on the grid.

You are talking about feeding into the grid, I’m talking about reducing the demand. It is exactly the same thing.

because they stop him drawing power at peak times because he's on battery and he makes up that usage later with his generation during the day. It's obviously taking more pressure off Eskom than just the panels alone.

I agree it is better to rebate the entire system that has panels, but the amount is so small it makes sense to only rebate the part that is dedicated to generation. Easier admin.

How is that less admin specifically?

Given that people don't just buy Solar Panels, so they will get a singular invoice with all the components listed.

If anything, limiting the applicability of the rebate to just solar panels actually equates to MORE admin on both sides.

No. That's why you add the caveat that the install has to include solar panels and you want to see the documentation demonstrating that solar panel purchase... the same document SARS would have had to read anyway to check that solar panels were purchased for the current rebate that just targets solar panels...

That’s just ridiculous. You make it sound like everyone will be submitting an invoice with one line saying 10 x solar panels = R60k.

Bud, no one in the world is going to stick solar panels on their roof without any way to generate and use the electricity it generates. How would you get the power from the panels to your house or the grid with no other equipment?
