I'd rather put the PV panels on the factory roof - because it is easier to steal it from a carport than from a factory roof.
Also - I wonder what the insurance premiums on that looks like - surely you need insurance against hail/theft/etc?

How sure can we that it's not a preplanned thing where the ANC stands to win extra $$$ due to solar panel and things sales?
I would not be surprised if they planned this as well... only to try and impose taxes on solar panels etc after installation....
