The PA guy who got them 32% might not be happy at being replaced and cause problems, it would be a mistake to make the ANC guy a candidate, not like he was solid at the ANC with only 38% of the vote.If the ANC councilor is the PA candidate, they should win. He will probably retain those votes and take some ANC following along with him.
