Pretty sure this is the norm for many press interactions. Just because most are not aware of it doesn't mean its somehow some kind of collusion. Trump is no exception either.

They should just do away with the entire question thing. Just put out a daily or weekly press statement. Funny, I remember Trump press conferences as those where a question was asked and his response was never directly a full response and almost always went off on a tangent about an unrelated subject which he repeated the same phrase at least 2-3 times with added hyperbole.That's true. Trump press conferences were frequent and often drawn out, hostile affairs with the leftist media doggedly trying to get him. He would be taking their questions on the fly and often turning it around and making fools of them. Which would further enrage them.

Which is stupid. If you are asking for questions ahead of time you can answer all of it in a press statement and doing the entire press briefing is a waste of time.Just to point out your own sources calls the practice "unethical".
This cue card reading of questions & reporters shouldn't be conflated with the more general practice of the WH asking the press for questions ahead of time to help them better prepare, which also caused a brouhaha a few years back.
