Pnp Lean Mince - Only 83% Meat??

I bought some Pnp Lean Ostrich Mince recently and I just noticed the packaging says 83% Meat??
I know some prepared meats get bulked with cereals/brine/other sht but that will be stated in the ingredients list but on this it just lists "Ostrich" under ingredients.

What could the other 17% possibly be, Ostrich bonemeal?

So it's essential sausage filling and not actually mince

I am also curious, so have emailed them as well. Will see if I get a reasonable reply, or a typical muppet customer support rep that doesn't understand the question, and I have to ask several times for a reasonable answer.

How much did they charge you per kg?
It was this "PnP Live Well Butchery Ostrich Mince 500g R73.99" so R150/kg which is about right going by Woolworths prices which is where I normally get it.

I don't know why Pnp doesn't have it listed on their website but here's the Woolworths version:

I'll be pretty pissed if they adulterate it, 17% replaced with some other garbage is not an insignificant amount. If they do that it must be stated loud and clear on the label.
